Tie Reaper no longer removes TM

I upgraded my Tie Reaper's Grim Voyage to level 8 and it no longer removes TM.

The description sais it still does, just not as much as before. Perhaps it's too little to be noticable but it should still remove

I've seen the TR on a bunch of high powered teams. Do you think it'll still be end-game material or should I quit trying to farm it? I was pretty stoked to get one.

I've noticed this as well, not sure if it happens every time or just on certain situations. It's not a matter of being too little to be noticeable. I've benched tie reaper as a result- too flaky.
