Tier 3 of speed mod challenge giving out 3● mods

I've run it twice and both times my mod and bonus mod were 3• I thought 4● was the lowest that dropped from final tier of challenges. Anyone else have this?

You can get 3-5 dot mods. I usually sim 20 at a time and get two or three 3 dot mods.
