Potency increases the chance of a detrimental effect being applied. However, the lack of positive effects doesn't appear to be a detrimental one, yet the move can be resisted, just like other debuffs. Andddd there begins my confusion.

Yes. Although I can't say with 100% certainty, I believe it's safe to assume anything that can be resisted is affected by potency.
