I think Battles end at 10:00am and Wars start at 11:00am (my time zone, PDT, don't know about others). I wouldn't worry too much unless the sign up doesn't start in 20 minutes.
I think that's the case, anyway. I don't really remember because it's been so long since there's been a Territory Battle that ended on a Sunday. The ones that end Thursday I'm at work for, so by the time my break comes along the sign up has been active for a few hours.
its normally there but you cant "join" until a bit later, same as the normal events tab you see them but cant do anything... think preview stage normally starts in just over an hour
