As for your second question, i don't see why who does the -35% TM first matters for who goes first the next turn. It potentially could, but seeying as your capital ship has the exact same speed as the oponent's capital ship it doesn't matter. If your ship is slower it could potentially matter if the ships have less than 35% TM when you' both use chimeara's AoE.
