I'm in the same boat, I'm unable to do this mission. My death trooper is only 2 star but everyone else is 6 or 7. As far as I can tell you should only need 5 characters at minimum requirements to attempt the mission. But I'm gonna assume it actually only gives you access if you have EVERY trooper at minimum.

nono this a bug this time that CG Carrie referred to in her post.
a lot of people are unable to attempt the mission for some reason.
u need
Colonel Stark + General Veers + ANY other 3 imperial troopers to be able to play the mission.
