I'm hoping someone can clarify, as I seem to be having the worst RNG luck ever.
Debuff landing equation is Potency - Tenacity and can't be less than 15% chance to resist the debuff.
There is a Nightmare team I face where their Palps is 60% potency (+35% added in battle from his leadership) that will 100% stun my Nihilus who has 98% tenacity. How is this possible? Tenacity should be able to overcome that potency leaving a 0% chance to stun (like it does with CLS, Thrawn, etc.). Am I missing something?
This feels like buying every number combination of lottery ticket except for 1 and still not winning.

9/10 times is 10% resist chance. 15% is 8.5 times out of 10. Using American rounding rules, 8.5 rounds up to 9. 9/10 times getting stunned is actually pretty much on par to the RNG you should expect based on your tenacity and their potency.
This is why no one mods for tenacity because it's not useful unless you can get it much higher than the opposing team's potency. That's why the +100% tenacity boosts from certain skills are useful, but that's because they can basically get you above the threshold you need to start resisting almost all debuffs.
