[BASIC] Engage: Deal physical damage to target enemy and remove 50% turn meter. Hux gains Advantage for a turn.
[BASIC] Keep Fighting: Target ally recovers 50% health, 75% if Hux has Advantage. If they are First Order then gain Advantage too.
[SPECIAL] Death Walk: All allies gain Advantange for three turns, First Order allies gain Critcial Hit Immunity, Foresight and Health Steal Up by 75%.
[LEADER] General of the First Order: All First Order allies gain Advantage whenever an enemy is defeated. When an ally has Advantage they gain a stack of General’s Orders.
General’s Orders: Whenever General Hux attacks, this character assists dealing 50% less damage, this is reduced by 10% for each stack. Max stack is 10% less damage.
[UNIQUE] Flight of the Order: Whenever a First Order is defeated: Hux gains Advantage and Critical Chance up for three turns and takes reduced damage from the person who defeated the ally.
So you don't want General's Orders? The more stacks the less damage they deal, the way you have it worded.
Should read: on first assist, they deal 50% less damage. For each stack this reduces 10%.
Leadership ability needs more oomph. It's kinda weak. Add in that the character that defeated the enemy gains 50% TM. FO runs on advantage and turn meter.
