Starck and IPD bundles

Isn't it false advertising to say that the Colonel Starck and Imperial Probe Droid bundle "includes materials sufficient to power up [character] to: Character Level 40, Gear tier 5, Ability Level 3" when in fact the 40 shards included do not even give you enough material to unlock the character? Shouldn't you be able to actually get the character with these packs?

Nope. Unfortunately, the wording says it 'powers up' the droid, not that it unlocks it. That implies you have to have it already, in order to power it up.

Is it shady? Of course. But is it false advertising? Not quite. Just EA being EA.
