Android to Android linking

hey guys! i have a sorta silly question but I cant seem to find the answer anywhere. Is it possible to use the in-game link feature to import a account from android to another android? Also does said account have to be connected to google play to do so?

Using the linking works fine between any two devices..... Google Play not required.....
