Odds with Heroes of Legend Packs

Does anyone know what the odds are to receive each tier of shards when purchasing a Heroes of Legend Pack with crystals?

Specifically, I am looking to get the Bastila Shan shards but so far the relatively expensive pack only yields 5 shards. Is this typical?

Yes, very. You are extremely unlikely to get any more than 5-7 shards. Getting a 7* character from these packs requires at least $300 worth of crystals.
