Should Sidious also be part of Empire?

I believe that Sidious should also belong to the Empire since he is Emperor. its not like Emperor is a different character in a different time line, its just a disguise while leaving a double life to keep his identity a secreat.

Just like storm trooper Han solo, he still part of Rebel even thought he is disguise as a stormtrooper

In this game the portrayal of Darth Sidious is from the prequel era when the Empire didn't exist yet. Yes he becomes the emperor later on.

Emperor Palpatine (seen as a boss in LS battles) would have to be classified as Empire if he was a playable character.

Not convinced you relating ST Han to being a rebel fits in with the sidious/emporer argument but I agree with the comments from @awakened1130 Plus it leaves it open for them to add an emporer character later if they wish (although I'm a bit against too many multiple instances of the same character)

No, although Emperor Palpatine should be Empire and Sith. Strictly speaking the empire did not start until the end of Revenge of the Sith. Darth Sidious represents the character during the Clone Wars.

Need to keep it interesting to show characaters from different eras.

In his case no, since the empire doesn't exist yet. I do however think that characters should be able to have more associations. Darth Vader is empire, but should also be Sith. As should Emperor Palpatine when he joins the fray. Jedi Luke should be Jedi and Rebel, and so on. It gets weird when they can only belong to one synergy faction...
