Question about Vader’s unique ability

I’m thinking about Zeta-ing Vader’s “No Escape”, but I was wondering...

It says Vader recovers health when a “damage over time” expires on an enemy. But does it have to be Vader’s infllicted damage over time, or does it apply to DOTs inflicted by other allies as well?

The real question is does he get the health gain if it's dispelled? Bc his zeta says EXPIRES not dispelled.

Yes, he still gains health if it's dispelled, as "Culling Blade" specifically mentions dispelling debuffs.
