An how do you get executioner to do good damage I never seem to do more than 30k a hit

They can solo rancor, they can do 8+ million damage in phase 2 HAAT (in my experience so far), and for Sith they can do a couple % in phase 2 and 4.

How is your executioner modded? What team do you use? And what’s your strategy for FOO, etc?

It does, but it depends on his max health. It rises gradually. Sion for example has very high armor, which already cuts down executioner’s damage. In addition to that, the sith raid is more of a sprint than a marathon. Characters die very quickly and it just doesn’t give enough time for executioner to build up health and damage.

In HAAT for comparison, he can hit for more than 150k. That’s because he has the time to do it though.
