How is Scion able to use Torment while ability blocked?

I’ve noticed going up against teams with Scion with my Bastilla team that when Old Ben blocks him, his next move is always Torment which strips my teams buffs. How is he able to use his special while ability blocked? Anyone else notice this? Is there a game mechanic I’m missing?

Traya’s unique can cleanse debuffs from Sith allies at the start of their turn. I’m guessing Traya was also on the enemy team.

Can a mod correct Sion's name in the thread title, please?
It hurts my eyes that there are people that are so ignorant that even after one of the best sw games ever, in-game texts, forum patches and strategy section mentions, they still miswrite the toons 4-character name.
