    L5? what is it? If you try to upgrade your FO team, then FOE is recommended.

    You mean L5 is L3-37, then I suggest to farm her.

    Actually I would do Qira first, then L3 if you are going scoundrels. L3 is beastly even at 3* but Qira is not.

    Qi'ra or FOE are the highest value. Qi'ra is probably going to be needed for something bigger so I would start with her myself.

    L3 hands down. Top 3 tank in the game. Fits into tons of comps. Really befits from g12, turns into monster with the extra health and defense.
