First Order Officer's Marching Order's

Hi,
Seeing the rework / fixes to Thrawn and now Boba Fett I'm wondering if FOO marching order's is working as intended or needs fixed also.

It states it gives 100% turn meter but so many times who ever you give it to does not take the next turn. I know in a case of a tie it is a coin flip but I have a couple scenarios where that toon should be next to go.

In arena FOO is the fastest and has 100% turn meter, everyone else is 10 - 20% from going. FOO applies marching order to Fox but instead of going next someone like vader will get to go or some other character that then gives TM to their team. Then the whole other team will go before Fox

Another example: Fox is at 50 - 60% and either Phasma or Kylo are at 80%. Phasma or Kylo go and then either Victory march or Lashout. Which puts FOO at 100%, he goes next and marching order's Fox then the rest of the team will still go before FoX.

Since Thrawn got changed i believe this should be changed as well, and so should any toon that gives 100%TM.

Everything was more consistent when they just left it as is.
