To unlock a legendary character on the initial release it has always been difficult. Instead of scrambling for gear like we are with the chewy event we typically scramble for shards. With BH shards being so easily attainable for a very long time this event requiring high gear makes sense.

Legendary characters, especially on their initial release are designed (as they should be) to be difficult to acquire. Otherwise they wouldn't be very legendary.
