Yoda and QGJ "removing buff" ability on Oppress

OK, so, Oppress gets 2 buffs when he is damaged, from his passive ability.

When he had no buffs at all, I attacked him with QGJ's 3rd ability Humbling Blow and somehow managed to cast offense up on my entire team. Meaning I removed a buff.

I also read on this forum that Yoda could "steal" Oppress passive, uncast buffs with his ability.

This sounds like the timing is reversed. I thought it would work this way:

1. Attack target. If a buff is present, attempt to remove/steal buff.
2. Apply damage.
3. Apply results/consequences of damage.

Sounds like currently it is:

1. Apply damage
2. Apply results/consequences of damage
3. If a buff is present, attempt to remove/steal buff.

I also made a similar comment about the same ability to remove the buff Retribution on Kylo, and he still counters after it's been removed. It seems the second scenario applies again, because retribution is the consequence of damaging Kylo, and then, the buff is removed.
