Mk 4 sorosuub data pad not dropping

Hi, so I'm not sure if it's just me but I spent about 180 energy between last night and now running missions for the mk4 sorosuub datapad without one dropping, I varied the missions. Am I unlucky or is this a bug? I normally get about 3-4 with a full set of 129 energy
