Why isn't it a crrw member on Poe's X-wing? Has that ever been discussed?

Yes, it's been discussed.

Poe's X-Wing has been in the game longer than BB-8, and making legendaries crew members of early access ships would be a pain for new players.

All the snub fighters are single crew, probably to keep them accessible and easy to power up. Try powering up a 2- or 3-crew member ship sometime, it's a real resource drain.
