She is a great attacker. But she is not versatile.
If she was both Rebel and Jedi, then I think gearing her would be much worthy. But she is not a jedi. That’s why her usage is not great.
Before analysis, let’s check Rebels lead.
— CLS Wedge Jyn Ackbar are main rebel leaders.
1st. Arena.
CLS can do well at Arena.
Wedge and Jyn... No..
But users who use him at arena might consist the squad like this:

CLS RHan Chewy C3PO OB.
There is no CLS squad without RHan.
And RHan will be used with Chewbacca.
So, CLS Han Chewy are fixed.
Other 2 slots will be filled by R2 3PO Ben...
There is no slots for Fulcrum.
She can’t be used in Arena.
About a year ago, I saw her sometimes.

But this squad is not great both O and D.
2nd. TW.
CLS is great faction in TW.
Many use CLS for Defense.
BUT, almost people use him like this:
CLS RHan Chewy Chirrut Baze.
Chaze is still annoying at TW.
How about Wedge Lead?
Wedge’s lead makes rebel allies to recover their health. But Fulcrum... Can recover herself. (If she has some buffs)
So, I think under Wedge is not efficient.
If you use her with Wiggs STH and “Leia”, then.. maybe it works.. Because Leia makes some buffs.
But still... Lando or others are more efficient to use wedge’s lead especially recovering health in my opinion.
How about Jyn? Jyn’s allies must be able to make some debuffs but Fulcurm can’t make any debuffs. It’s not worthy. Never.
How about Ackbar?
Well, this can do well but not main rebel squad. If you use Ackbar(L) Fulcrum + 3 other faction’s units, when allies use not a attack, then AA or fulcrum can assist. It’s All.
She is not useful at TW than other rebels.
3rd. TB.
In this, her usage will be more better.
Because, Chaze can’t be used with CLS.
They should be used with Jyn for Logue 1 Mission.
At rebel mission or LS mission, when you use Leia, use fulcrum together. It could make lots of damage.
CLS RHan Chewie Leia Fulcrum.
If you don’t have chewie, then use R2.
JTR doesn’t need R2 at TB.
Without R2, resistance is still very powerful.
4th. Raid.
She is not good.
The reason is... “When raid boss are attacked, it gains 5% TM.”
This is crucial to use Fulcrum.
If she use whirlwind with lots of buffs,
then Raid Boss may earn a bunch of TM.
In Raid, higher DPS is much valuable.
Whirlwind? It’s not a good choice.
Conclusion...
If you really want to use her, use her w/ Leia. She needs lots of buffs.
I always think.. “if she was a jedi...”
Using her with GMY, her whirlwind will be a disaster to enemies.
I have a guildmate that uses his Fulcrum with an Ewok squad. They provide a boatload of buffs that she can consume to deal crazy damage with her special. Works really well.
I imagine this would work even better now with C3P0 added into the mix.
She should have the Phoenix tag and share her unique. She could easily swap in for Ezra. Plenty of buffs passed around on Phoenix too. Would give another option on defence and offense. Share the immunity to DOTs but not the rest. Then she'd be more versatile.

I'd have to ask him to be 100% sure, but I think it's Chirpa, Wicket, Paploo and Logray.
