If a character has a higher speed, are they GUARANTEED to go first, assuming that there isn't some sneaky leadership ability that buffs it? Or is there an aspect of randomness that affects every new fight?
If it's speed alone it's higher speed = moving first, no exceptions. But there're more things than only leader abilities that can alter turn meter, Vaders unique 'No Escape' for example.
