Gear 12.5 and mods

When you add a peice of 12.5 gear to your character do mods effect that peice of gear as well like the gear has 6500 health do my mods make that number higher

Nope, Mods only affect completed gear tiers, the 6500 gets added after the mods . Until g13 happens anyway

Not completely true.

If the gear 12+ adds +x agi/str/tac the benefits from those extra stats will be added to base and will be increased by mods.
