Why doesn't plo' s ship give the capital ship turn meter?

Plo's ship used to give Mace Windu's capital ship turn meter with the second ability. I was wondering when and why this was removed

There was a change a while back. Capital ships are not allies and only skills that state Capital ship have any effect on the capital ship.

This was changed when ship 2.0 was released. I used to use him because he gave tm to ships and capital ships.

The AI doesn't bring him out when I want when I auto though.
It bugs me because it makes me think it messes this up on defense.
