My question is will it work on everyone? Breach for hounds tooth gives -25% accuracy. Every character I know of has 0% accuracy. Having a negative accuracy increases the chance of an evade. Will a negative crit avoidance increase the chance of a crit? My gut says yes.

I believe that is how it works. From the video the droids were landing a ton of crits despite not having any CC increase in their kits.
