How come the minimum for the mega-pack is 15 shards? I normally don't buy shard packs because of the poor probability but it doesn't make sense. 2599 shards will most likely get you 15 shards. You can buy 16 shards of a character for 1280. You can get 32 shards of a character in the shop for 2560 crystals. Bumping the minimum to 30 will allow people with crystal surplus to get to 4* instantly instead of buying the pack with shards and even more crystals
Edit: given the amount if toons in the game now as well and they refuse to change gear drops and stuff, the marquee bundles should get the character to at least g7 as well

If you view the Pack Probability you'll see that you're most likely (60% chance) to get 17 shards from the pack.

The Marquee Packs are available BEFORE a character is released into shipments. So if you would like to purchase additional shards of this character to get it above 3*, your options are the $20 Marquee pack for 30 shards, or purchase these Character Marquee or Character Marquee Mega Pack.

You can always wait 8-12 weeks until the character becomes "traditionally farmable" and not spend any crystals on them. Or, if you want the character available sooner, you have to spend money and/or crystals for that privilege. That's the business model of the game.

The price always decreased over time as they progress through the release cadence.

It is not likely they would make the pack price the same as the shipments price, because you are paying for "early access" in the early stages.
