Yes, Paploo is the lowest tier reward in GB1.

Can we get some kind of bot set up to automatically reply to "OMG Galactic Bounty!?!?" threads? Every month these posts pop up. When is it running, why isn't it running, why is it running on this date and not this one, why is one running and not the other.

They're "very rare" events. It says so right there on the event page. They run when they run. Mystery solved.

But aren't there 5 characters? I thought Rolo raidhan wampa sing and ipd...there is no space for paploo or who of the others isn't there?

This. Never seen Sing in there. Believe the rewards are as follows:

T1 - Paploo
T2 - RHan/Rolo
T3 - IPD
T4 - Wampa

You can earn the Aurra Sing portrait from galactic bounties, but not her shards.

No. Totally separate. Portraits and titles are eye-candy, nothing more.
