If I remember correctly, the post said the rework will happen with the Darth Revan release.
After rereading, it seems it's happening after Darth Revan, it doesn't specify exactly when.
Assuming the event happens on the 21st, the rework will drop when the forums erupt with "OMG the level with HK is too hard, total ripoff, where's the rework?" and CG had a chance to laught and release it as planned on the 22nd. This way the forums think they've won while CG has played the game as they intended.

Why is anyone in the forums unsure if they missed a rework of a character? There is a "Dev Announcements and News" and a "Game Updates" section at the top of the forum. Kit reveals always go into "Arena and Character Strategy" section of the forum. If it's not posted in any of those 3 categories, then you didn't miss it.
