Padme raid damage

Does anyone know how courage stacks translate to damage in Sith Raid? Padmé’s leader skill says for each 5 stacks of courage you do 40% of target’s max health, so with 20 stacks of courage, that’s 160% of target’s max health. Obviously, that doesn’t (and shouldn’t) happen, but you do get bonus damage, I just can’t work out how it’s calculated.

In this shot, there’s 4 x 41k damage for each of the 4 x 5 stacks of courage.
