What shards can not drop in GW

I have seen a lot of stuff drop in GW but seems like a lot of toons are excluded. I know legendary, store exclusive(Wampa and hyoda) and raid toons are exclude, but who else is missing.

Anything new. I'm not sure exactly what the cutoff is from when they last added characters, but probably anything released in the last year at least.

yeah I agree but I wonder what the cut off is, or exactly what is available or what is excluded.

Does it matter? It’s all RNG what you receive anyway, not like you can pick and choose from a list.
