phasma landing speed down on yoda with forseight on

pretty sure I read about this somewhere but i cant find it is there a reason that phasma can land speed down by making t rain even if my yoda as forsight on??

Speed down in general seems to apply even with if the attack doesn't land. I've noticed this with first order stormtrooper also landing speed down on his base attack even if the character dodges the attack.

I've noticed almost all AoE attacks hit some how even if Yoda has Forsight on.
