Undefended territories don't count for GAC?

Something I noticed during the attack phase yesterday: I received banners as normal for my opponent's undefended territories, but those banners weren't reflected in my GAC score. Essentially, my GAC progression was punished because my opponent didn't fully deploy. Same thing for feats. I had less opportunity to complete feats because I had fewer squads to attack.

This seems quite unfair to me.

I was wondering what CG was going to do about people, for whatever reason, didn’t set a defense.

There is a good chance they didn't register because you never actually attacked, therefor never actually cleared the tile.

If someone doesn't set a defensive squad, would giving the attacker max banners as if the attacker cleared it perfectly be an appropriate solution?
