RG's Speed Down lasts multiple rounds

In several of the challenges (Bounty Hunter and I think Ability Mats), Royal Guard has hit one of my characters and applied Speed Down. When I finish that round and move to the next one, the Speed Down effect is still there. It doesn't go away like all the other buffs/debuffs do at the end of a round. It only goes away once my character has taken the requisite amount of turns. I haven't noticed this happen in LS/DS battles but I don't know if I've faced RG in any of those since he was buffed. Is this a bug or is RG's Speed Down supposed to work this way?
