Question on MODs...MODs...!!!!

I have been using a mod optimizer and I have a question for everybody.
Do you guys believe its better to keep mods in sets for the bonuses or to to break them up if it gives you the best results. Everything I have always read has said to keep mods on your toons for the set bonuses.
So do you guys think its better to use mods individually for the best results or keep mods in sets for toons.
