Confused about refresh cost

Anyone know why this store is stuck at 100 crystals? It's been almost 24 hours.

If you refresh a store twice for the base crystal cost (50 for most, 25 for shard shop), it does not refresh with every 6 hour cycle, just at the daily reset.

What would be the point of refreshing the store ? Never done it.

If you have a lot of shard currency, and for 25 cristals you can get another set of gear and buy, or in this case, this store has negotiator shards, if you want to have more shards more quickly, you refresh to buy more..

In some cases you might find some use to it.
Let's say there's a GA or TW roster lock before the next 6-hour cycle and you need 5-10 more shards to finish a toon like Malak. Or you have sone crystals saved up and only need 25 more Kyros to bump a character to G13, but the store only offers the 50 pack. You can refresh the store to buy the remaining shards on the said toon or in hopes of getting a 25 Kyro deal instead of the 50 pieces pack and so you get a better start in TW/GAC.
