Kenobi’s Unending Loyalty vs Thrawn’s Strategic Dominance

Is Kenobi’s Unending Loyalty working as intended when it protects even against Thrawn’s ultimate ability Strategic Dominance? Seems kind of strong to be able to protect all (galactic republic) allies vs another capital ships ultimate for three turns.

Idk if it's a bug. I was able to instantly defeat someone during the battle, second time I tried to do his ultimate that ship was saved by kenobi. Not sure which skill overrides the other, in the same battle.
