Second Drevan skill

Second dream skill apply to enemy leader and all of other enemies fear.
But all the time I try it on enemy drevan no fear applies. But it works very well on my drevan. Can anyone tell me why, please?
Description says it cannot be resisted...

No problem. The most common, and easiest way to counter this is to run a faster-than-BSF GMY, so you can give yourself tenacity up, which prevents CBM.
