Useless outmeta characters

There are some characters which nobody use at this meta . Actually they had no place in previous metas.
My question is simple "why are they still occupying light side , dark side ,cantina battles and squad arena store?"
Such as these;
*Lobot(Light side 4-B ad 5-B)
*Mob Enforcer(Cantina Store)
*Ugnaught(Squad arena store)
*Coruscant Underworld Police(Squad arena store)
and all Tuskens (atleast tuskens can be 3 hero team and it could be used as event heroes when padawan anakin comes)
I mean these characters occupying good farming slots. There are tons of characters which developers can replace such as maul, cody or some ships maybe.
