Territory War matchup error?

Have never really complained about Territory War matchups in the past as they all seem to have been within reason of being fair.

But today our 170 million GP guild was matched with a 207 million GP guild. Is there a matchup error that is currently ongoing or should I just assume that, in a guild where all of its members average in the top 100 in arena, this particular guild only had 40 members join?

It will be based on active gp so some of their members would not have joined

You don’t need to guess - look at how many teams you need to set per zone. That will let you know within 1 how many of them signed up.
