For The General Anakin.... are the tier 1 requirements based on "crew" or "total" power?

I am hoping that the 40,000 power requirement is for "total" power. I don't know how you could possibly get Ahsoka, Rex, Plo, etc to 40K crew power.

40k ship power, what you see on the ship page in game. not the toons power.

As I said, I was not asking about the characters power, but if you go to the ship there is total power, and crew power. The characters own power differs from their crew power.

Afre looking at my maxed out G13 R4 Ahsoka, it has to be total power of the ship and pilot. Just wanted to clarify.... because you know, surprise mechanics and all.
