Yeh so when you click on the characters, they chat to you. I've had this guy pop up maybe 5-6 times in my 3 months of playing (I have 2 accounts) - but always randomly/accidentally.

I have nfi what the trigger is and it's driving me insane!

He sits by unactive Ship table next to arena. You probably clicked on him when trying to acess arena or scrollling to gw table.

There is a really small sweet spot that you can land on him to talk with him.

There was a thread once where it tells you where to click on for them to interact with but since they added the shard shop I find it hard to replicate. It use to be the left corner of his table.
