Bastila Lead TM Gain?

What mechanic am I overlooking with Bastila lead against DR and Malak? JKR has 303 speed, with 15% TM boost. For his first turn he should have 356 speed (303/(1-.15)) correct? How are Darth Revans with 336 speed going first?

That’s the answer, if they have protection up they do not get the tm boost if hk-47 is present [
