Waiting times

OK i do not get why we must wait 9 minutes between battles, tbh it seems kinda dumb to make us wait when it would just be easier to just remove the timer and allow us to just finish them all and move on to other things, the GCW does not have one nor does the Cantina or Light & Dark Side battles.
And also why must we wait to turn in stuff to get character shards? If you have a buttload of say GCW tokens and want to get a character up a little more there should be no time waiting to turn in all of them to get more shards!
