If pure Sith then yes. If faction mixing allowed then the Palp nightmare wins with him, Vader, Thrawn, then usually 2/3 of the triumvirate, Sith Trooper, or some other Empire (Probe, Tarkin, etc)
Generally speaking, perhaps, but not vs GG and not vs Sith empire (without Malak) where Palp lead Triumvirate + thrawn or Pretaunter are the better teams respectively.
