Jedi Revan Savior ability in Territory Battles

We are currently doing Geo TB. While I had Revan for a long time, this is the first time where I have used him in a multi phase event where someone actually dies. On Hoth, my Revan team has never not gone 4/4 with full members.

I was surprised to see that Savior only will trigger once and not once per phase. I had it trigger on Phase 1. After moving to Phase 2, nothing happened when someone was reduced to 1% health.

I am wondering if this is intended. Upon moving to a new phase all good and bad ability effects are usually reset and only timers are carried over.

I'm sure it's once per Encounter or once per Battle, whichever means "phase" or "wave." I can never keep the terms straight. (They should make it a lot more clear.)

Yes it is intended. The ability does not mention encounter.

If you look at Han’s shoot first, you will see “
Han takes a bonus turn at the start of each encounter.”

This is why Han will shoot first in every phase, but Savior works once and only once.
