Where are the Inquisitors and other Villains from Rebels??

How come the only Dark Side character we got from Rebels is Grand Admiral Thrawn? The Inquisitors were equally significant antagonists in Rebels and were the primary antagonists in seasons 1 and 2, while Thrawn didn't even come into the picture until S3. The Empire desperately needs some attention and I think adding the 7th sister, 5th brother, and more importantly the Grand Inquisitor would be a huge boosts to the Empire faction. Also, a rogue Darth Maul (not sith) would be a cool addition as well.

Plus we could get a few Fallen Order characters like the Purge Trooper, Second Sister, and Ninth Sister

We should definitely get characters like the Grand Inquisitor in the game or Governor Pryce.
