Thrawn mechanic question

Morning all,

Thrawn's Manipulate ability inflicts ability block when the speed up expires, but is ability block inflicted if the speed up is removed (as opposed to expiring) by fracture or another ability?

It is yes. That's the same as expiring.

Yup, it's a fun combo I like. Thrawn gives speed up, nih kills it for ability block and a cd reduction.
