When is a legendary going to require the empire faction to unlock? Why hasn't this happened yet? Who would be someone that they would unlock?

Pretty sure the 3rd legendary (R2D2), who was required for the first Heroes Journey (CLS), was unlocked with Empire.

Possibly an OT-set GL pair of the future... Luke and EP/Vader... will draw on these characters.
