Cant upgrade her abilities anymore?

I have multiple characters that have for example a level 4 ability , I have the mats and money to upgrade the ability level but the purchase upgrade button is greyed out. Why can I not upgrade my abilities further? I know that it can be upgraded further as it tells me what bonuses my next upgrade will give me. It also does not say that I need to be a higher level.

Scroll down on the upgrade box. You'll be missing tier 3 mats. Stupid UI.
